No. Technology is based on Science. Science is based on sharing, collaboration, and on reusing everything existing that’s best fit for a thing. The world is more and more globalizing: so it is hard to imagine the technology of a country going better than the one of another. The only thing we can imagine is difference of richness (less and less true between whole countries) and difference between fields / way-of-doing-things.
You cannot do good technology alone. Nowadays you need factories around the whole globe to make a single car.
